Do You Need a Permit to Rescreen a Pool Cage?

The line is between maintenance and structural work — and your building department draws it, not your contractor.

Replacing screen material in an existing frame that is not being altered is normally treated as maintenance and does not require a building permit. Work that changes the frame, its footprint, its height or how it is anchored generally does. The important qualifier is that this is decided by your local building department, and Central Florida has a great many of them.

Why the answer depends on your address

Building authority sits with whichever jurisdiction your property is in. If you live inside an incorporated city — Oviedo, Sanford, Winter Park, Clermont — that city's building department has authority. If you live in an unincorporated area, it is the county: Seminole, Orange, Volusia, Lake, Brevard, Osceola or Polk.

This matters more than people expect, because plenty of addresses everyone calls “Orlando” are actually unincorporated Orange County, and the boundary is genuinely ragged. Getting it wrong wastes a fortnight.

Where the line usually falls

On the maintenance side: replacing mesh in existing channels, replacing spline, swapping mesh type, repairing or replacing a screen door in the same opening.

On the structural side: changing the enclosure footprint, changing its height or roof line, replacing structural members, changing how the cage attaches to the house or the deck, and rebuilding after significant storm damage.

Between those there is a genuine grey area, and that is exactly where you should ask rather than assume.

Your HOA is a separate question entirely

A permit and an HOA approval are different things with different timelines, and satisfying one tells you nothing about the other. In design-controlled communities the architectural review is frequently the longer of the two.

For a like-for-like rescreen in the existing colour this rarely comes up. If you are changing the appearance of the enclosure at all — frame colour, mesh colour, anything visible from the street — get that approved before scheduling the work. We have seen the sequencing go wrong and it is entirely avoidable.

What a licensed contractor should be able to tell you

Which jurisdiction your address falls under. Whether the specific work you are asking for crosses into structural territory. Whether they will pull the permit or expect you to.

If a contractor tells you no permit is ever needed for anything, or cannot say which building department covers you, that is worth noticing.

Confirm it yourself if in doubt

Building departments answer this question routinely and it costs nothing to ask. Describe the work plainly — “replacing screen in the existing frame, no structural changes” — and you will get a clear answer.
